Locality Pay 2024 Opm India. On november 16, 2023, opm issued final regulations on behalf of the president's pay agent making changes to the definitions of the geographic boundaries of general schedule locality pay areas. The office of personnel management (opm) has finalized four new locality pay areas for 2024 adding approximately 33,000 federal employees to the locality pay system.
